1. Is true globalization possible?
So far, as a reality, I have described the tendency of countercurrent to globalization. I think that internationalization cannot be stopped from an international point of view. That is, even if you temporarily move in the opposite direction, internationalization will proceed in the future. However, for this to happen, we need to deal with the current problems and improve.
So what is the problem? I will consider problem areas and make suggestions for improvement.
2. How can the EU system be democratic?
2.1 Democratization plan of the EU
As mentioned in Chapter 2.1, the EU system is not a complete democratic regime. It is necessary to rectify this. Let me propose one plan. By introducing this system, the problem of chapter 2.3 of the previous chapter would also be solved. According to the current EU regime, the German and French leaders decide practically everything (or, in other words, the dictatorship system of Prime Minister Merkel of Germany). As a plan to rectify this, I have three proposals:
(1) Choose representatives for each country, and elect the president by mutual vote among these representatives. It is the procedure for choosing the Japanese prime minister.
(2) Make multiple candidates in the EU in advance, and election would be held at the same time for each country. If a candidate with the vast majority of votes earns more than half of the votes, the candidate would be elected as president. If it is less than half the final ballot would decide between the two candidates with the most votes.
(3) Make multiple candidates in the EU in advance, then elect a fixed number of electors proportional to the population of each country, like the federal system of the United States. Eventually the electors would nominate president in parliament.
2.2 Re-organization of complex bureaucracy
In principle, each country sends a fixed number of bureaucrats proportional to its population to the central EU. However, it is necessary to clarify the necessary roles.
2.3 In principle, EU federal law should be prioritized over the laws of each country. However, the bylaws would be left to the laws of each country and EU federal law should embrace a big spirit like the Constitution.
