- Conclusion to America’s Anti-Globalization (the direction the US should take)
Trump focuses only on domestic America with the slogan ‘America first’, without attempting to work as a world leader. He is declaring himself as such. However, it is also true that the world cannot move without the US. So, first of all, I would like to guess how the US will be led over the next ten years, and I would like to propose how it should act so the world will not be in a state of confusion.
3.1 Evaluating Trump’s America from the viewpoint of Mr. Nye’s Soft Power
(1) Evaluation from the aspect of Soft Power required as a leader:
1) With the political approach of President Trump, the US cannot be a world leader. The slogan “America First” is to obtain the support of the middle class of the US. It is Populism in the first place, and it does not convince the intellectuals of the American people. At the same time, it will be repelled from other countries, especially from liberal countries. Meanwhile, this would give Russia and China room to take advantage of.
2) Policy to reject refugees: From a humanitarian standpoint, the policy to “reject refugees” is unacceptable in today’s world. Also, the United States has consisted of immigrants. In addition, economic growth cannot be expected in the future by refusing to accept immigration, which is a factor of population increase (which makes its country prosper).
(2) From the aspect of Hard Power:
1) Militarily and economically, the United States is No.1 in GDP in the world. Militarily, it is already a mighty superpower. However, it declares “to increase military expenses by about 10%”. America seems to be conscious of China’s growing threat, but is it necessary? It is questionable.
It seems to be a policy to revitalize domestic and especially military industries.
2) Pandering to the middle class:
At the same time, President Trump pledges to cut taxes on the middle class. Although it is not an outsider’s place to criticize, the economy will collapse.
3) By the President’s midterm election, American citizens will realize that there are problems.
However, four years seems to be too long for the world to tolerate the situation and confusion caused by the absence of a leader.
(4) How should we deal with the absence of a world leader?
The US refuses to conduct as a world leader, but a leader is indispensable for liberal countries (democratic countries). The world cannot force the US to be a leader when it is refusing to be one. We must seek fairness, strengthen the United Nations, (or choose a representative in election by making a coalition of gun nations), appoint the US as a leader, and have it act as a leader.
３．アメリカのAnti-Globalizationへの結論（アメリカの進むべき道）
トランプは「アメリカ第一」として国内のみに目を向け、世界へリーダーとして働こうとせず、また、自身がその様に宣言している。ただし、世界はアメリカ抜きには動けない事も事実である。そこで、先ず、アメリカはここ10年間どのように動くかを推察し、世界が混乱せぬにはどのようにすべきかを提案したい。
- １ Ｎｙ氏の提案するソフト・パワーについてトランプのアメリカを評価する。
（１）リーダーとして要求されるソフトパワー面からの評価：
１）トランプの政治手法では世界のリーダは務まらない。「アメリカ第１」は自国の中間層の支持を得るためのもので、そもそも、ポピュリズムであり、米国民の知識人を納得させるものではない。同時に諸外国から、特に、自由主義諸国から反発されている。これは逆に、ロシアや中国の付け入る隙をあたえることとなる。
２）難民を排除する政策：人道的立場から、「難民を排除する」政策は世界から受け入れられない。また、アメリカは移民から成り立ってきた。経済的にも将来、自国が繁栄するためにも、人口増加の要因である移民受け入れを拒否しては成り立たないであろう。
（２）ハード・パワー面：
１）アメリカは軍事面、経済面で、国として全ＧＤＰは世界一である。また軍事力では将にスーパーパワーである。 しかしながら、それでも、「軍事費を約１０％増強する」と宣言している。中国を意識してのことと思われるが、その必要があるのか？疑問である。国内・特に軍事産業を活性化する政策と思われる。
２）中間層への迎合：
トランプは同時に、中間層へ減税すると公約している。これでは外部がトヤカク言う話ではないが、経済破綻するであろう。
- 大統領の中間選挙ではアメリカ国民は、問題があることに気が付くであろう。
しかし、世界は４年先まで、リーダー不在の状況や混乱に我慢できないであろう。
１．２ 世界のリーダー不在にどのように対処すべきか。
米国が世界のリーダーシップを取ることを拒否し、自由主義諸国（民主主義）にはリーダーが不可欠である。リーダーたる米国がリーダーであることを拒否している以上強制することはできない。公正さを求めるため、国連を強化し、（または自由主義諸国連合を作って代表者を選挙で選び）、これをリーダーとして任命し、リーダーとして活動してもらうしかない。
これのより、ドイツや日本も含めリーダーとして活躍してもらい、米国に手本を示すべきである。
