We discussed whether “Tokyo Olympics, Paralympics” in this summer should be held. What do you think?

COVID-19 pandemic still continues. Not only Tokyo but also the world big cities are similar. In Tokyo, the vaccine is not yet gone around to all nations. First of all, an opinion of the IOC is introduced. Thereafter, please give your opinion.

② As the Olympics are not only Japan and are a world event, I do not limit the audience to a resident in Japan.

⑤ Each country should examine the inoculation to players after healthcare workers and elderly people.

A) By the future COVID-19 pandemic situation and vaccination situation, the held situation changes, but, even in the case of the worst, “should be held in no audiences.” For example, it is the Australian Open tennis.
Reasons:
1) The athletes work hard at their practice for four years for this day. They spend the life on the Olympics.
2) It is the tenth-year knot of the Great East Japan Earthquake of 2011 for Japan, and there is the meaning of the encouragement to the inhabitants who evacuated.
3) As a matter of course, a festival of world sports includes the meaning to encourage athletes.
4) COVID-19 is pandemic and must not give damage to Japan. Therefore I think that “the enforcement in no audiences” is good as the safe measures because it is necessary to prevent infection by the COVID-19 pandemic situation.
5) It is important to the human that countries of the world cooperate and accomplish an event and succeed. Contrary to war, it gives courage to live. You must not let you say, “We were defeated by COVID-19”. It is important making enough measures and carrying it out.

今年の夏に開催される予定の「東京オリンピック、パラリンピック」は開催されるべきか否かを議論しました。あなたならどう考えますか？か？

コロナ禍は依然続いています。東京や世界の大都市も同様です。東京では、未だワクチンが行き渡っていません。この様な状況下では競技場を満席にしての実施はあり得ません。
制約を設ける必要があります。開催を前提にすればどの様な制約を付ければ良いと思いますか？
先ずは、IOC側の意見を紹介します。その後で、あなたの意見を述べてください。
１．IOC委員・ディエク　パウンド氏
（１）新形ウィルス感染禍が続いており、各競技場は満員になることは考えられない。
（２）また、日本国内在住者に限定することは否定する。何故ならオリンピックは日本だけでなく、世界に向けてのイベントだからだ！
（３）選手と同じようにワクチン接種や検査を受ければ海外からの客が来ても大丈夫であろう。
（４）ワクチン接種はリスクを最小限に抑えるため、国益にかなう。
（５）各国は医療従事者や高齢者の後に選手への接種を選択肢に入れるべきだ。
（６）ワクチンは争奪戦が激化し、途上国が確保できないことへの懸念があるが、多くの国がよろこんで提供するであろうと思う。
（７）日本では東京五輪は「中止」または「再延期」は「止むを得ない」とする回答が８０％に達している。（世論調査の「結果」）
（８）再延期は否定し、さらに、現状では中止の可能性はないと強調した。
（９）その根拠として、科学的根拠に基づく判断が重要とした。すなわち、安全に運営できる対策が整ってきた点を挙げた。
（１０）選手関係者に向けての感染対策をまとめた「プレイブック」の初版本を公表した。

また、最近、NHKの報道から、IOCのシュミレーションにより、以下の情報を得ている。
大会が開かれる条件により、以下の収益が得られるとしている。
・通常の開催ができる場合：1.7兆円
・50％観客動員ができる場合：1.0兆円
・無観客での運営：0.4兆円　　　以上
従って、IOCとしては無観客の場合でも開催したいと考えている。でないとこれまでも既に支出があり、これらは　そっくり赤字となるからである。
これからが質問：
（Ａ）あなたがIOC会長であるとすると、「中止」、「再延期」「実施」のいずれを選ぶかまた、その理由は何か？
（Ｂ）大会を実施する場合、条件は何かまた、理由は何にか？
（Ｃ）現在、松江市から、聖火リレーを中止する申し出が出ている。：あなたならどうするか？
回答例（千葉氏より）
１．今後のコロナ禍の状況やワクチンの接種状況により、開催状況は変わるが、最悪でも、「無観客で実施するべきである。」全豪オープンテニスの例のよう。
２．理由：
（１）アスリートはこの日のために4年間練習に励んできている。人生をかけてきていると言える。
（２）また、日本としては、2011年の東北大震災の10年に当たり、避難してきた住民への励ましがある。
（３）また、当然ながら、世界のスポーツの祭典としてアスリート達を励ますことでもある
（４）他方、コロナ禍で、日本に被害を及ぼしてはならない。そこで、コロナ禍の状況によって、感染を防止する必要があるため、安全な策として「無観客での実施」が良いと考えッれる。
（５）世界中の国が協力して、イベントをやり遂げ、成功させることが人類に取り重要である。戦争とは真逆として、生きる勇気を与えることになる。「コロナに負けた」と言わせてはならない。十分な対策を立て、実施することが重要。
